한국문화예술위원회는 글로벌사우스 이니셔티브를 통해 새로운 권역과의 대화를 촉진하고 협력 가능성을 모색합니다. 이번 <Asia to Asia> 프로그램은 아시아 문화예술기관 간 대화하는 인바운드 프로그램입니다.

Through its Global South Initiative, Arts Council Korea seeks to encourage dialogue with new regions and explore possibilities for collaboration. Asia to Asia is an inbound program that brings cultural institutions in Asia into conversation with one another.

아시아의 문화예술 기관은 각기 다른 맥락에서 형성되고 활동한다. 현지의 관객과 이에 수반되는 공적인 책임, 운용할 수 있는 자원, 물려받은 역사, 그리고 각 지역의 정치·사회·예술의 지형 등 각 기관의 토양은 그 고유한 역할과 방향성과 직결된다. 자신의 자리를 넘어 이루어지는 국제교류 또한 이로부터 자유로울 수 없다. 이러한 차이는 때로 불확실성과 위험을 동반하지만, 동시에 번역의 과정과 서로 다른 조건에 대한 이해를 통과하며 함께 행동할 수 있는 새로운 방식을 모색하는 계기가 되기도 한다.

이번 프로그램은 우즈베키스탄, 인도, 태국, 파키스탄, 한국의 문화예술 기관 관계자와 더불어 각 기관에 주어진 조건과 책임, 취약성으로부터 가능한 아시아 내 문화 교류의 가능성을 탐색한다. 이때, ‘아시아’를 하나의 통일된 지역적 틀로 전제하거나, 기관을 고정된 목표를 향해 움직이는 정적인 조직으로 보기보다, 각 기관이 지금까지 만들어 온 구체적인 경로에 주목한다. 이를 위해 먼저 초청 기관의 현안 발표를 통해 각 기관의 정체성과 핵심 기능, 국제교류의 방향성과 대표 프로젝트를 톺아본다. 이를 바탕으로 라운드테이블에서 각 기관이 지원하는 공동체와 현장, 구축해온 인프라의 차이를 소거하지 않으면서 서로 다른 경로들이 만날 수 있는 지점과 협력의 방식을 함께 그려본다.

Across Asia, cultural institutions emerge from markedly different conditions, shaped by the publics they address, the resources they can draw on, the histories they inherit, and the political, social, and artistic ecosystems in which they work. These differences shape not only what each institution does, but also the forms of exchange and responsibility it imagines beyond its immediate context. These divergences may present risks, but they are also where cultural relations begin to take shape through processes of translation and the search for shared forms of action.

This program explores the possibilities of cultural exchange within Asia together with representatives of cultural institutions from Uzbekistan, India, Thailand, Pakistan, and Korea, beginning from the conditions, responsibilities, and vulnerabilities that shape each institution. Rather than approaching “Asia” as a unified regional frame, or viewing institutions as static organizations moving toward fixed goals, the program attends to the concrete pathways each institution has developed over time. To this end, the invited institutions will first present their current concerns, institutional identities, core functions, directions in international exchange, and project highlights. Building on these presentations, the roundtable will consider where different pathways might meet and what forms of collaboration may be possible, without erasing the differences among the communities and contexts each institution supports and the infrastructures it has built.

  • From the Contexts to the Institution: Practices and Challenges of Cultural Institutions in Asia
  • 우즈베키스탄, 인도, 태국, 파키스탄의 참여 기관들이 각자의 형태와 정체성, 자국의 문화예술 생태계 안에서 수행하는 역할을 소개한다. 각 기관의 주요 활동과 국제교류의 방향성, 대표 프로젝트 및 중장기 협력 계획을 공유하며, 로컬 현장의 과제와 글로벌 담론 사이에서 각 기관이 모색해 온 실천의 경로를 살펴본다. 
  • Participating institutions from Uzbekistan, India, Thailand, and Pakistan will introduce their respective structures and identities, as well as the roles they play within their national cultural ecosystems. The session will share each institution’s key projects, directions in international exchange, and medium- to long-term plans for collaboration, while examining the pathways of practice each institution has developed between the practical concerns of local fields and broader global discourses.

  • 글로벌 이후: 아시아의 제도적 조건과 문화 교류
  • After the Global: Institutional Conditions and Cultural Exchange in Asia 
  • 공유된 각 기관의 현안과 실천을 바탕으로, 서로 다른 제도적 조건과 한계가 만나는 자리에서 가능한, 혹은 필요한 문화교류의 형태를 질문한다. 레지던시, 공동 연구, 교류 전시, 플랫폼 운영, 공동 펀딩 등 구체적인 협력의 형식을 논의하는 동시에, 그러한 형식이 실제로 작동하기 위해 필요한 신뢰, 번역, 책임, 지속성의 조건을 함께 검토한다. 이를 통해 아시아 내 문화 교류를 하나의 선언이나 공통성의 확인이 아니라, 각 기관의 구체적인 조건과 취약성으로부터 출발하는 관계의 실천으로 사유해보고자 한다. 
  • Building on the distinct practices shared by each institution, this roundtable asks what forms of cultural exchange become possible, or necessary, where different institutional conditions and limitations meet. It will discuss forms of collaboration, including residencies, joint research, exchange exhibitions, platform-building, and shared funding, while also considering the conditions of trust, translation, responsibility, and continuity needed for such forms to function. Through this discussion, the session seeks to think of cultural exchange within Asia not as a declaration or an affirmation of commonality, but as a practice of partnership that begins from the specific conditions and vulnerabilities of each institution.
